There is no single best tour, and any page claiming one is guessing. What there is: a best trip for the number of days you have. One day does Carthage and Sidi Bou Saïd properly. Two to three reaches the Sahara. A week takes in the Roman cities and the desert. Fifteen days reaches 9 UNESCO sites — every one open to visitors. All 33 are private, priced per vehicle from €74.
Three ways work, and which is best depends on whether you want to drive. A private tour with a driver is the option most visitors end up choosing, because Tunisian road signs outside the cities are largely in Arabic and French, distances are long (Tunis to Douz is about 426 km), and parking at the major sites is informal. Self-drive is cheaper per day and gives total freedom, but you navigate and you park. A group coach is cheapest of all and costs you the timetable.

The arithmetic that surprises people: because a private tour is priced per vehicle and a coach seat is priced per person, the two cross over at about three travellers. At four, a private car is usually the cheaper of the two as well as the more comfortable — a €74 day tour is under €19 each.

With a private car and driver if you would rather not navigate, or a rental car if you would. Both give you your own schedule; the driver option also removes the parking, the road signs and the long transfer days. Priced per vehicle, a private tour costs about the same as coach seats once there are three or four of you.
For a first visit, usually. Distances are long, signage outside the cities is in Arabic and French, and site parking is informal. A rental is cheaper per day and better if you are staying for weeks or already know the roads.
Judge on three checkable things rather than on adjectives: is the price per vehicle or per person, is the vehicle genuinely yours alone, and is the full price published before you enquire. An operator who will not put a number on a page before you contact them is quoting you individually for a reason.
Less than most people expect, because the price is per vehicle. A day tour starts at EUR 74 for the whole car, so four people pay under EUR 20 each.
At minimum the vehicle, the driver, fuel, tolls and parking, with hotel pick-up and drop-off. Site entry fees and lunch are normally separate, and on multi-day trips accommodation is normally separate too — check that before comparing two prices.
