Per vehicle, one way. A sedan takes up to 4 people with 2 large bags; a minivan takes up to 8 with 6 bags. Four people pay the sedan price between them, not four times it. From 9 people we quote a minibus (up to 20) or a coach (up to 50 and more) — per vehicle, within the hour.
No deposit. You pay the driver at the end of the journey, in dinars, euros or by card if you arrange it in advance. The figure you were quoted is the figure you pay.
For one person on a short run, a metered airport taxi can cost less — that is the honest answer. What a booked transfer buys is a price agreed before you land: no meter running in traffic, no negotiating at the kerb with your luggage, no night surcharge. And it is per vehicle, so from three people it usually beats the taxi on price as well.
